Bringing Programs to Communities

In partnership with East LA Community Corporation and supported by the Los Angeles Department of Water and Power, Retrofit LA is conducting intensive community outreach and education to increase participation in LADWP's Comprehensive Affordable Multifamily Retrofit (CAMR) program and other building improvement programs.

About the CAMR Program 

The Comprehensive Affordable Multifamily Retrofit (CAMR) program, offered by LADWP, provides incentives and support for affordable housing owners to make comprehensive building improvements that reduce operating costs, extend building lifecycles, lower utility bills, and improve resident comfort.

OUR ACTIVITIES

Educational Webinars

We're hosting four interactive webinars for affordable housing owners, property managers, and tenants, covering: 

  • Overview of the Roadmap: Process map and "before you start" guide for capacity planning, permitting, construction management, and tenant engagement

  • Financing: Financing transactions, incentive attestation and assignment, and cost-benefit considerations

  • Tenant Engagement: Strategies for effective resident participation and fostering buy-in for decarbonization efforts

  • Construction Management: Practical resources including contractor RFPs, draw schedules, prevailing wage requirements, and invoicing systems

Format: Live webinars via Zoom, recorded and posted for on-demand viewing

In-Person Site Visits & Induction Cooking Demos

Site visits to completed and in progress CAMR projects (including ELACC's Lorena Terrace) demonstrate real-world implementation and provide opportunities for direct engagement. 

Activities: 

  • Facility tours showcasing building improvement measures

  • Q&A with property management and residents

  • Induction cooking demonstrations for residents transitioning to electric appliances

Multifamily affordable housing owners, tenants, property managers, contractors, single-family homeowners

Format: Live demos and tours

field guide development

A core deliverable of this outreach work is the collaborative development of the Field Guide - a comprehensive resource documenting lessons, processes, and tools for affordable housing owners navigating building improvements.

The Field Guide is envisioned as a long-term, evolving resource supported by multiple funding sources. This initial phase establishes the foundation, with content informed by webinars, site visits, and direct engagement with property owners and residents in East Los Angeles.

As the affordable housing preservation field evolves, the Field Guide will expand to incorporate new strategies, financing mechanisms, and lessons learned from practitioners nationwide.

A SUCCESS STORY

Lorena Terrace

ELACC's Lorena Terrace represents the first completed Comprehensive Affordable Multifamily Retrofit project—a prime example of how the CAMR program enables organizations to leverage incentives, stack financing sources, and achieve comprehensive building preservation while improving resident quality of life.

Specific retrofit measures completed:
